<p>Under the ViDA directive, all EU Member States must adopt e-invoicing and digital reporting by 2030. This shift will make e-invoicing mandatory for all B2B transactions between EU countries, and is pushing more and more European governments to set up their own e-invoicing mandates.</p>



<p>In this blog post, we highlight which countries are launching or expanding e-invoicing mandates in <strong>2026</strong>, both in Europe and globally, so you can prepare for what’s ahead.</p>

<h2 class="wp-block-heading"><strong>Belgium: Effective from January 1</strong>,<strong> 2026</strong></h2>



<p>Starting January 1, 2026, e-invoicing <a href="https://scanman.com/2025/09/23/latest-e-invoicing-mandate-belgium-poland/"><span style="text-decoration: underline;">will become mandatory</span> </a>for all transactions between Belgian VAT-registered businesses.</p>



<p>The system is based on the Peppol 4-corner model, meaning invoices must be exchanged via a certified service provider or Peppol-enabled software. Other platforms may also be used, as long as they comply with EU e-invoicing standards.</p>



<p>When it comes to format, structured e-invoices using the EN 16931 standard (or compliant with it) are required. PDF invoices will no longer be accepted after December 2025.</p>



<p>As of now, Belgium has postponed the e-reporting requirement until 2028, when it plans to transition to a Peppol 5-corner model, combining e-invoicing and digital reporting. <h2 class="wp-block-heading"><strong>Germany prepares for the next deadline in 2027</strong></h2>



<p>Germany’s e-invoicing mandate came into effect on January 1, 2025, requiring all businesses to be able to receive e-invoices in a compliant format.</p>



<p>The year 2026 will serve as a transition period, especially for large businesses. Starting January 1, 2027, companies with an annual turnover above €800,000 must issue e-invoices for all domestic B2B transactions.</p>



<p>By January 1, 2028, this requirement will apply to all businesses, regardless of turnover. At this stage, international and intra-EU transactions remain out of scope.</p>



<p>Invoices must follow the EN 16931 standard, with compliant formats including XRechnung and ZUGFeRD.</p>

<h2 class="wp-block-heading"><strong>Poland: Mandate live on February 1, 2026</strong></h2>



<p>Poland is rolling out the <strong>Krajowy System e-Faktur (KSeF)</strong>. Its own government-run electronic invoicing and e-reporting platform. KSeF operates under a <strong>clearance model</strong>, meaning invoices must be validated through a government portal before being considered legally issued.</p>



<p>The mandate will be rolled out in three phases:</p>



<ul class="wp-block-list">
<li><strong>February 1, 2026</strong> – Mandatory for <strong>large taxpayers</strong> (turnover &gt; PLN 200 million)</li>



<li><strong>April 1, 2026</strong> – Mandatory for <strong>all other VAT-registered businesses</strong></li>



<li><strong>January 1, 2027</strong> – Mandatory for <strong>all businesses</strong>, including non-VAT entities</li>
</ul>



<p>To ease the transition, the Polish government has introduced a <strong>grace period throughout 2026</strong>, during which no financial penalties will be imposed, giving businesses time to adapt.</p>



<p>Invoices can be issued either online or using <strong>Offline24 mode</strong>, which allows issuance without an active connection to KSeF.</p>



<p>Transactions in scope:</p>



<ul class="wp-block-list">
<li>Domestic B2B transactions</li>



<li>B2G (business to government) transactions</li>



<li>Cross-border outbound invoices</li>
</ul>



<p>Invoices must be issued in the <strong>FA(3) XML format</strong> (Faktura 3), which is based on the <strong>EN 16931</strong> EU standard and aligned with the <strong>Peppol BIS 3.0</strong> format.</p>

<h2 class="wp-block-heading"><strong>Croatia: Full implementation expected by January 1, 2027</strong></h2>



<p>Croatia <a href="https://edicomgroup.com/blog/croatia-electronic-invoicing-b2b"><span style="text-decoration: underline;">will implement Fiscalization 2.0</span></a> as part of a broader effort to modernize its tax system. The new law mandates electronic invoicing and real-time transaction reporting starting January 1, 2026.</p>



<p>Key Milestones:</p>



<p>January 1, 2026 – Obligation to receive e-invoices begins for: Businesses, Sole traders, Self-employed professionals, Public sector entities (including non-VAT registered)</p>



<p>By January 1, 2027 – Paper invoices will be phased out and full implementation is expected</p>



<p>The mandate applies to both B2B and B2C transactions, making it one of the broadest in Europe.</p>

<h2 class="wp-block-heading"><strong>France: Mandate rollout started in September 2026</strong></h2>



<p>Update &#8211; January 2, 2026: The 2026 Budget PLF failed to be passed in full. The failure to approve the Finance Bill might cause a postponement in the 2026 e-invoicing launch.</p>



<p>France e-invoicing and e-reporting mandate will <a href="http://vatcalc.com/france/france-vat-b2b-e-invoicing-b2c-e-reporting-july-2024-update/">begin on September 1, 2026</a>, starting with large and medium-sized businesses.</p>



<p><a href=""></a>Rollout Timeline:</p>



<ul class="wp-block-list">
<li>September 1, 2026 – Mandatory for large and mid-sized companies</li>



<li>September 1, 2027 – Applies to small businesses</li>
</ul>



<p>All companies must be able to receive e-invoices starting September 1, 2026. The law differentiates between e-invoicing for B2B transactions and e-reporting for other taxable transactions.</p>



<p>Invoices must be transmitted via a certified platform or through the government’s Public Invoicing Portal (PPF). Accepted Formats are Factur-X, UBL 2.1 and CII, PDF and paper invoices will no longer be accepted.</p>

<h2 class="wp-block-heading"><strong>UAE: Voluntary implementation from September 1, 2026</strong></h2>



<p>The e-invoicing mandate in the UAE will be implemented voluntarily starting September 1, 2026. While not mandatory yet, it’s worth keeping an eye on the rollout to stay prepared for what’s coming next.</p>



<p>The UAE Electronic Invoicing Framework will be based on the Peppol standard and will initially apply to B2B and B2G transactions only.</p>



<p>A pilot program is planned for 2026, with mandatory implementation from January 1, 2027. Taxpayers with an annual revenue lower than AED 50 million will be required to implement e-invoicing by July 1, 2027.</p>

<p>As you may already know, Poland e-invoicing mandate will be live in February 2026 for large taxpayers, and in April 2026 for other taxpayers. As Poland prepares for its upcoming e-invoicing mandate, the Ministry of Finance has published the <a href="https://zrozumvat.pl/wdrozenie-ksef-w-2026-r-kroki-ktore-musisz-przejsc/"><span style="text-decoration: underline;">KSeF 2.0 Manual</span></a>. The guide helps institutions, businesses, and taxpayers prepare for the new system.</p>

<h2 class="wp-block-heading"><strong>10 simplifications on French e-invoicing</strong></h2>



<p>The French Ministry of Finance has announced 10 measures to simplify the e-invoicing and <a href="https://www.economie.gouv.fr/cedef/fiches-pratiques/la-facturation-electronique-entre-entreprises"><span style="text-decoration: underline;">e-reporting rules for 2026–2027</span></a>.</p>



<p>The goal of these adjustments is to reduce the administrative burden on businesses and ensure a more flexible transition to full compliance.</p>



<p>Here are some of the <a href="https://www.vatcalc.com/france/france-2026-e-invoicing-e-reporting-2026-updates"><span style="text-decoration: underline;">key measures</span></a>:</p>



<ul class="wp-block-list">
<li>Non-EU transactions between taxable persons established in France are excluded from e-reporting</li>



<li>Invoice line data is no longer required in e-reporting for international acquisitions</li>



<li>The number of transactions to be reported for B2C operations has been removed</li>
</ul>



<p>To further support taxpayers, the French Tax Authority has also launched an electronic e-invoicing directory<strong>. </strong>A central resource to help businesses prepare for <a href="https://scanman.com/2024/12/19/e-invoicing-updates-france-becomes-peppol-authority/"><span style="text-decoration: underline;">France e-invoicing mandate</span></a>.</p>

<h2 class="wp-block-heading"><strong>South Africa digital reporting and e-invoicing</strong></h2>



<p>On August 16, the National Treasury and the South African Revenue Service (SARS) <a href="https://www.vatcalc.com/south-africa/south-africa-vat-digital-reporting-consultation/"><span style="text-decoration: underline;">released a bill</span></a> in support of the SARS VAT Modernization Project. &nbsp;The bill includes the introduction of e-invoicing and e-reporting.</p>



<p>The bill outlines three key aspects of the proposed model:</p>



<ul class="wp-block-list">
<li><strong>E-invoice definition</strong>: A tax invoice that must be issued, transmitted, and received in a structured electronic format that enables automatic processing.</li>



<li><strong>E-reporting definition</strong>: The electronic submission of tax data extracted from e-invoices, e-debit notes, and e-credit notes to SARS.</li>



<li><strong>Interoperability framework</strong>: A model using a network of service providers to enable the exchange of structured documents (e-invoices, e-debit notes, e-credit notes), facilitating clearance and interoperability between suppliers and recipients.</li>
</ul>



<p>SARS will likely opt for a <a href="https://www.vatcalc.com/south-africa/south-africa-vat-digital-reporting-consultation/"><span style="text-decoration: underline;">5-corner Peppol model</span></a>. This model emerged as the preferred Continuous Transaction Control model in other countries like Belgium and France.</p>

<h2 class="wp-block-heading"><strong>Malaysia expands the scope of its e-invoicing mandate</strong></h2>



<p>Electronic invoicing is moving forward in Malaysia, too. On September 12, the Inland Revenue Board of Malaysia (IRBM) released the latest version of the <a href="https://www.hasil.gov.my/media/uwwehxwq/irbm-e-invoice-specific-guideline.pdf"><span style="text-decoration: underline;">E-Invoicing Specific Guideline</span></a>. </p>



<p>The updated guidelines add the electricity and telecommunications sectors to the list of industries that require individual e-invoices.</p>



<p>According to the <a href="https://sovos.com/regulatory-updates/trr/malaysia-updates-e-invoicing-timeline-for-smaller-taxpayers/?_gl=1*1b2ebxp*_up*MQ..*_ga*MTM3Njg1MDE0My4xNzU4NTMxNTYx*_ga_E6KJ55E4Q5*czE3NTg1MzE1NjAkbzEkZzAkdDE3NTg1MzE1NjAkajYwJGwwJGgxODAxNjA0NTE3"><span style="text-decoration: underline;">mandate</span></a>, businesses in these sectors must:</p>



<ul class="wp-block-list">
<li>Collect complete buyer information for every transaction</li>



<li>Issue individual e-invoices rather than consolidated ones</li>



<li>Ensure their systems are ready to comply by <a href="https://scanman.com/2024/08/08/e-invoicing-updates-july-2024/"><span style="text-decoration: underline;">January 1, 2026</span></a></li>
</ul>

<h2 class="wp-block-heading"><strong>Croatia will implement mandatory e-invoices in 2026</strong></h2>



<p>In June 2025, Croatia published <a href="https://fintua.com/blog/croatia-fiscalization-law-mandatory-einvoicing/"><span style="text-decoration: underline;">updates</span></a> to its Fiscalization Law, marking a major step forward in the country’s digital tax reform. The updates introduce new e-invoicing requirements starting from September 1, 2025, and mandatory e-invoicing from January 1, 2026.</p>



<p>From September 2025 onward, e-invoices issued in Croatia must include additional data fields to meet fiscalization requirements.</p>

<h2 class="wp-block-heading"><strong>Greece Approves E-Invoicing Mandate for B2B Transactions</strong></h2>



<p>In July 2025, the Greek Parliament adopted <a href="https://www.aade.gr/sites/default/files/2025-09/dt_16.09.2025..pdf"><span style="text-decoration: underline;">a law</span></a> that makes e-invoicing mandatory for B2B transactions starting February 2, 2026.</p>



<p>The <a href="https://www.pagero.com/compliance/regulatory-updates/greece"><span style="text-decoration: underline;">new mandate applies</span></a><a> </a>to the sale of goods and services between Greek businesses, as well as sales to businesses in non-EU countries. Issuing electronic invoices for B2B transactions within the European Union is optional. Greek businesses do not have any obligation to accept e-invoices from foreign suppliers.</p>



<p><strong>Implementation Timeline:</strong></p>



<ul class="wp-block-list">
<li><strong>Phase A</strong> (starting February 2, 2026): Mandatory e-invoicing for large enterprises (gross revenue over €1,000,000)</li>



<li><strong>Phase B</strong>,<strong> </strong>October 1, 2026: Mandatory e-invoicing extended to all other businesses</li>

<p>Following the adoption of the <a href="https://taxation-customs.ec.europa.eu/news/adoption-vat-digital-age-package-2025-03-11_en" target="_blank" rel="noreferrer noopener"><span style="text-decoration: underline;">ViDA (VAT in the Digital Age) initiative</span></a> on March 11, 2025, several countries have begun launching consultations and initiatives to implement mandatory B2B e-invoicing. The latest updates come from Norway and the Netherlands, both of which have started work on national e-invoicing mandates.&nbsp;</p>

<h2 class="wp-block-heading"><strong>Norway Opens Public Consultations on Mandatory E-Invoicing</strong>&nbsp;</h2>



<p>As of July 1, <a href="https://ksef.podatki.gov.pl/wyjasnienia/publikacja-dokumentacji-api-ksef-20-oraz-struktury-logicznej-fa-3-30062025/" target="_blank" rel="noreferrer noopener"><span style="text-decoration: underline;">public consultations are open</span></a> in Norway regarding the phased introduction of mandatory B2B e-invoicing and <a href="https://advancefinserv.com/what-is-digital-bookkeeping/" target="_blank" rel="noreferrer noopener"><span style="text-decoration: underline;">digital bookkeeping</span></a>.&nbsp;</p>



<p>The Ministry of Finance has proposed a two-phase rollout:&nbsp;</p>



<ul class="wp-block-list">
<li>From January 1, 2028: All businesses subject to bookkeeping requirements must be able to issue structured e-invoices.&nbsp;</li>
</ul>



<ul class="wp-block-list">
<li>From January 1, 2030: Businesses will also be required to receive e-invoices and maintain digital bookkeeping systems.&nbsp;</li>
</ul>



<p>The proposal marks a significant shift in how businesses handle invoicing. It mandates the use of structured invoices exclusively and requires the adoption of EHF (Elektronisk Handelsformat) version 3.0, aligned with European standards. B2C transactions are excluded from the mandate.&nbsp;</p>

<h2 class="wp-block-heading"><strong>The Netherlands Begins Consultation on Mandatory E-Invoicing</strong></h2>

<p>The VAT in the Digital Age (ViDA) package was approved on March 11, 2025. Its approval allowed EU Member States to introduce mandatory e-invoicing.&nbsp;&nbsp;</p>

<p>On April 22, 2025, the Pakistan Federal Board of Revenue (FBR) announced an <a href="https://profit.pakistantoday.com.pk/2025/04/24/fbr-sets-may-1-deadline-for-electronic-invoicing-integration-for-businesses/" target="_blank" rel="noreferrer noopener">expansion</a> of the country’s e-invoicing mandate.&nbsp;</p>



<p>E-invoicing is now required for both corporate and non-corporate registered persons.&nbsp; The FBR also released new compliance deadlines: corporate registered persons must integrate with the FBR’s computerized system by June 1, 2025, and non-corporate registered persons by July 1, 2025.&nbsp;</p>



<p>These regulations primarily target businesses involved in the import and distribution of fast-moving consumer goods (FMCGs).</p>

<p>On March 24, 2024, the French Committee of the National Assembly approved a <a href="https://rtcsuite.com/frances-e-invoicing-mandate-faces-further-delays-what-you-need-to-know/" target="_blank" rel="noreferrer noopener">draft</a> amendment postponing the e-invoicing mandate, originally set for September 1, 2026. However, the amendment still requires approval, with a final vote expected on April 14, 2025.&nbsp;</p>



<p>Under the revised timeline, large and mid-sized businesses must comply by September 1, 2027, while small businesses will have until September 1, 2028, to meet the new requirements.&nbsp;</p>



<p>The delay comes after the decision to discontinue the use of the <a href="https://www.economie.gouv.fr/cedef/facturation-electronique-entreprises" target="_blank" rel="noreferrer noopener">Portail Public de Facturation (PPF)</a> as an invoicing platform.&nbsp;</p>

<p>Spain has released draft regulations for a mandatory <a href="https://edicomgroup.com/blog/electronic-invoicing-will-be-mandatory-for-spanish-companies?utm_source=chatgpt.com" target="_blank" rel="noreferrer noopener">B2B e-invoicing</a> system under the <a href="https://scanman.com/2024/10/15/e-invoicing-updates-september-2024/" target="_blank" rel="noreferrer noopener">Crea y Crece</a> Law, aligning with the EU’s <a href="https://taxation-customs.ec.europa.eu/taxation/vat/vat-digital-age-vida_en" target="_blank" rel="noreferrer noopener">VIDA</a> initiative. While the final rules are still under discussion, the proposed implementation timeline is:&nbsp;</p>



<p>2027 – Large businesses (turnover above €8 million) must adopt e-invoicing.&nbsp;</p>



<p>2028 – All other businesses will be required to comply.&nbsp;</p>



<p>According to the draft plan, Spain will replace the Facturae format with UBL for public invoicing, ensuring integration with the Immediate Supply of Information (SII) system.&nbsp;&nbsp;</p>

<h2 class="wp-block-heading"><strong><strong><strong><strong>Singapore To Mandate InvoiceNow For GST Registrants&nbsp;</strong></strong></strong></strong></h2>



<p>On March 17, 2025, the Inland Revenue Authority of Singapore (IRAS) announced that businesses will be required to exchange electronic invoices via InvoiceNow – the country’s network that operates on the Peppol framework.&nbsp;</p>



<p>By using InvoiceNow to exchange e-invoices businesses will also submit invoice data to IRAS. The new requirements will be rolled out in three phases:&nbsp;</p>



<p>May 1, 2025 – Voluntary participation for existing <a href="https://www.iras.gov.sg/taxes/goods-services-tax-%28gst%29/gst-invoicenow-requirement?utm_source=chatgpt.com" target="_blank" rel="noreferrer noopener">GST-registered</a> businesses.&nbsp;</p>



<p>November 1, 2025 – Mandatory for newly incorporated voluntary GST registrants.&nbsp;</p>



<p>April 1, 2026 – Mandatory for all new voluntary GST registrants.&nbsp;</p>

<p>On March 19, 2025, Belgian tax authorities confirmed that <a href="https://www.deloitte.com/be/en/services/tax/blogs/non-established-entities-excluded-from-the-belgian-b2b-e-invoicing-mandate.html" target="_blank" rel="noreferrer noopener">non-resident businesses</a> will be exempt from the 2026 e-invoicing mandate.&nbsp;</p>



<p>The country is moving forward with mandatory B2B e-invoicing, set to take effect on January 1, 2026. Under this requirement, businesses will need to issue structured Peppol-BIS format invoices for domestic transactions, ensuring greater transparency and efficiency in VAT reporting.&nbsp;</p>

<p>On March 11, 2025, the Council of the European Union approved the ViDA legislative package, which will take effect on <a href="https://www.vatupdate.com/2025/04/01/vida-legislation-officially-published-in-the-eu-official-journal/" target="_blank" rel="noreferrer noopener">April 14, 2025</a>. ViDA (VAT in the Digital Age) is the initiative by the EU that aims to modernize and digitalize the EU’s VAT system.&nbsp;</p>



<p>From 2028, businesses will benefit from an expanded One-Stop Shop (OSS) for easier VAT registration, while by 2030, real-time e-invoicing will become mandatory, replacing outdated reporting methods. Furthermore, digital platforms will be responsible for VAT collection in key sectors like short-term rentals and ride-sharing.&nbsp;</p>



<p>These changes aim to reduce compliance burdens, enhance tax collection efficiency, and curb fraud, ensuring a more unified and transparent VAT framework across Europe.&nbsp;</p>

<p>What&#8217;s new in the world of e-invoicing? Greece has just secured approval from the European Commission to implement a B2B e-invoicing mandate, set to take effect in 2025. Meanwhile, Estonia is planning its own mandate for 2027, and Venezuela is introducing a new e-invoicing license for its taxpayers. The global shift towards digital invoicing is gaining momentum—let’s dive into the latest developments.</p>

<h2 class="wp-block-heading"><strong>Greece Secures Approval for E-Invoicing Implementation</strong></h2>



<p>On January 13, the <a href="https://www.vatcalc.com/greece/greece-mydata-e-book-and-e-invoices-update/"><span style="text-decoration: underline;">European Commission granted Greece permission</span></a> to introduce a mandatory e-invoicing system. This approval will be effective from July 1, 2025, until June 30, 2026, after which the VAT in the Digital Age (ViDA) reforms will remove the need for individual EU approvals.</p>



<p>Greece&#8217;s e-invoicing framework will complement the existing myDATA system, which has required businesses to report VAT invoices and e-books to the tax authorities since 2022. Thanks to the European Commission approval, the country is likely to mandate e-invoicing on B2B transaction from 2025.</p>

<h2 class="wp-block-heading"><strong>Estonia Sets 2027 Rollout for B2B E-Invoicing Mandate</strong></h2>



<p>Estonia is taking a significant step toward digital transformation by introducing a B2B e-invoicing mandate set to launch in 2027. The Estonian Ministry of Finance has confirmed its plans, with a <a href="https://www.fin.ee/uudised/rahandusministeerium-esitas-ettepanekud-kaibemaksulaekumise-parandamiseks"><span style="text-decoration: underline;">draft</span></a> of the legislation expected to be open for consultation by June 2025.</p>



<p>This initiative builds upon the country’s <span style="text-decoration: underline;"><a href="https://scanman.com/2024/10/15/e-invoicing-updates-september-2024/#elementor-toc__heading-anchor-2">existing e-invoicing framework</a>,</span> which, starting in July 2025, will grant Estonian businesses the right to request structured e-invoices from their suppliers. By mandating digital invoicing, Estonia aims to streamline transactions, improve financial transparency, and enhance efficiency across industries.</p>

<h2 class="wp-block-heading"><strong>Venezuela Introduces E-Invoicing License for Taxpayers</strong></h2>



<p>Venezuelan businesses now have the opportunity to transition to digital invoicing, thanks to <a href="https://www.vatupdate.com/2025/01/11/venezuela-seniat-introduces-new-digital-invoicing-guidelines-for-businesses-january-10-2025/"><span style="text-decoration: underline;">new guidelines from SENIAT</span></a> (National Integrated Customs and Tax Administration Service). Under the updated legislation, eligible taxpayers can apply for a license to issue e-invoices, streamlining compliance and record-keeping.</p>



<p>Three key groups will be able to adopt e-invoicing:</p>



<ul class="wp-block-list">
<li>Businesses handling B2B and B2G transactions that are not already required to use fiscal cash registers.</li>



<li>Taxpayers operating on online platforms, facilitating smoother digital transactions.</li>



<li>Additionally, invoices not processed through a centralized system must follow a sequential numbering format to maintain regulatory compliance.</li>

<h2 class="wp-block-heading"><strong>Slovakia Begins Public Consultations for B2B E-Invoicing Rollout</strong></h2>



<p>Slovakia has officially kicked off <a href="https://www.slov-lex.sk/elegislativa/legislativne-procesy/SK/PI/2024/334#error=login_required&amp;state=50c78fc1-2155-4edf-aad5-b5ee05853830"><span style="text-decoration: underline;">discussions on implementing B2B e-invoicing</span></a>, marking a significant step against tax evasion. The country will publish the first draft of the legislation in summer 2025, outlining a phased approach to adoption.</p>



<p>The rollout will take place in three key stages:</p>



<ul class="wp-block-list">
<li>January 2027 – Businesses must adopt structured e-invoicing for domestic B2B transactions, ensuring compliance with the EU EN16931 standard.</li>



<li>January 2027 – Companies will also be required to report domestic B2B transactions to tax authorities.</li>



<li>July 2030 – Slovakia will fully integrate into the ViDA framework, implementing e-invoicing and tax reporting for intra-community B2B transactions across the EU.</li>

<h2 class="wp-block-heading"><strong>Paraguay Expands SIFEN E-Invoicing Mandate to More Businesses</strong></h2>



<p>The Paraguayan tax authority (DNIT) has announced a new wave of taxpayer groups—including medium and large enterprises—that must comply with the SIFEN (Sistema Integrado de Facturación Electrónica Nacional) e-invoicing mandate. This expansion will affect&nbsp;<a href="https://www.pagero.com/compliance/regulatory-updates/paraguay"><span style="text-decoration: underline;">over 4,000 businesses</span></a>, with enforcement beginning in March 2025.</p>



<p>Like many other Latin American countries, Paraguay follows a pre-clearance model, meaning electronic invoices must be validated by the tax authority before being forwarded to the buyer. This ensures greater transparency, minimizes fraud, and enhances tax collection efficiency.</p>

<h2 class="wp-block-heading"><strong>Philippines Resumes E-Invoicing Pilot for Major Taxpayers</strong></h2>



<p>After a temporary suspension due to technical issues, the Bureau of Internal Revenue (BIR) in the Philippines has restarted its e-invoicing pilot program. The initiative aims to implement mandatory B2B e-invoicing for the country’s largest taxpayers.</p>



<p>Invoices will be processed through the Electronic Invoicing System (EIS) and must include a digital signature. They will be submitted to tax authorities in JSON format, but unlike some other countries, pre-clearance is not required before sending invoices to buyers. This shift is expected to enhance tax transparency and streamline compliance for businesses operating in the Philippines.</p>

<h2 class="wp-block-heading"><strong>Morocco Prepares for 2026 E-Invoicing Rollout</strong></h2>



<p>As part of its digital tax modernization, Morocco’s Directorate General of Taxes (DGI) is moving forward with its <a href="https://www.vatcalc.com/morocco/morocco-e-invoicing-2026/"><span style="text-decoration: underline;">mandatory e-invoicing mandate</span></a>, set to launch in 2026. A pilot phase will begin in October 2025, allowing businesses to test the system before full implementation.</p>



<p>To ensure a smooth transition, the DGI is evaluating two possible models: <em>post-audit model</em>, where businesses issue invoices first and report them later, or <em>continuous transaction control (CTC) model</em>, which requires real-time validation by tax authorities before an invoice can be sent to the buyer.</p>



<p>Morocco&#8217;s e-invoicing system will be based on international e-invoicing standards, including Universal Business Language (UBL) and Cross-Industry Invoice (CII), ensuring compatibility with global trade requirements.</p>

<p>As e-invoicing continues to evolve, countries worldwide are rapidly adopting new regulations to keep pace with this trend. What’s new in e-invoicing? France is set to become a PEPPOL Authority, Poland has revised its timeline for implementing its e-invoicing mandate, and more to explore below.</p>

<h2 class="wp-block-heading"><strong>France shares new updates on e-invoicing guidelines</strong></h2>



<p>The DGFiP (Direction Générale des Finances Publiques) and the national association of e-invoices in France have shared new updates on the upcoming&nbsp;<a href="https://scanman.com/2024/11/13/e-invoicing-updates-across-the-world-whats-new-this-fall/"><span style="text-decoration: underline;">2026 B2B e-invoicing mandate</span></a>, which will adopt a <a href="https://www.vatcalc.com/france/france-2026-e-invoicing-e-invoicing-preparations-update/"><span style="text-decoration: underline;">5-corner PEPPOL model</span></a>.</p>



<p>These are the two major key updates:</p>



<ul class="wp-block-list">
<li>AFNOR Commission Launch in January 2025: A dedicated AFNOR commission will be established to define the e-invoicing standard and create a common operating framework for PDPs (Partner Dematerialization Platforms, also known as e-invoicing agents). The commission will address specific sectoral needs by developing extensions when required. It will also align with ViDA guidelines to ensure compliance.</li>



<li>Establishment of a&nbsp;<a href="https://www.theinvoicinghub.com/france-set-to-become-a-peppol-authority/"><span style="text-decoration: underline;">French PEPPOL Authority</span></a>:&nbsp;<a href="https://www.linkedin.com/posts/peppol_france-peppol-authority-on-friday-13-december-activity-7274387501698486272-ycl_?utm_source=share&amp;utm_medium=member_desktop"><span style="text-decoration: underline;">OpenPeppol will work closely</span></a>&nbsp;with the DGFiP to create a French PEPPOL Authority that will oversee the interoperability of certified PDPs. The authority will also provide guidelines to help PDPs develop compliant and efficient solutions for businesses.</li>

<p>September 1, 2026: Receiving e-invoices becomes mandatory for all companies. Large and medium-sized companies must also begin issuing e-invoices.</p>

<p>On&nbsp;November 5, 2024, Poland’s Ministry of Finance announced updates to the timeline for the launch of its <a href="https://scanman.com/2024/08/08/e-invoicing-updates-july-2024/#elementor-toc__heading-anchor-1"><span style="text-decoration: underline;">KSeF B2B e-invoicing initiative</span></a>, now subject to delays. Key dates from the revised timetable include:</p>

<li>March 2025: Finalization of legislation.</li>



<li>September – December 2025: Public testing phase for the API.</li>



<li>February 2026: Launch for large taxpayers with turnover exceeding PLN 200 million (€46M).</li>

<p>Australia and New Zealand have begun a <a href="https://www.theinvoicinghub.com/peppol-pint-invoice-format-becomes-the-default-for-b2g-in-anz/"><span style="text-decoration: underline;">phased adoption of&nbsp;<strong>PINT A-NZ</strong></span></a>&nbsp;(Peppol International), a specification of the PEPPOL e-invoicing standard.</p>

<li>From November 15, 2024: PINT A-NZ is the default for all B2G (Business-to-Government) e-invoicing transactions.</li>



<li>By May 15, 2025: The format becomes mandatory for all B2G invoices.</li>



<li>B2B adoption:<strong> </strong>While optional, it can be used when agreed upon by the involved parties.</li>
</ul>



<p>PINT A-NZ is gaining momentum as a regional standard, having already been adopted in&nbsp;Malaysia&nbsp;and Singapore.</p>

<p>On November 12, Latvia amended its&nbsp;Accounting Law&nbsp;to introduce <a href="https://www.vatcalc.com/latvia/latvia-b2b-e-invoicing-2025/?utm_source=VAT+Calc+monthly+newsletter&amp;utm_campaign=78ce26d848-Jan+2nd+news_COPY_01&amp;utm_medium=email&amp;utm_term=0_d2c21cddcb-78ce26d848-580204357"><span style="text-decoration: underline;">mandatory&nbsp;<strong>B2B e-invoicing</strong></span></a>&nbsp;for resident businesses.</p>



<ul class="wp-block-list">
<li>By May 2025: The government plans to finalize regulations for the e-invoicing mandate.</li>



<li>Starting January 1, 2026: Businesses will need to submit invoice data to the&nbsp;State Revenue Service.</li>
</ul>



<p>The government is considering providing a free platform, but this will be confirmed when the final legislation is issued in spring 2025.</p>

<p>India’s&nbsp;Goods and Services Tax Council (GSTC)&nbsp;has announced a <a href="https://www.fiscal-requirements.com/news/3480"><span style="text-decoration: underline;">significant change</span></a> to its e-invoicing regulations.&nbsp;Effective April 1, 2025: Businesses subject to India’s e-invoicing mandate, with an annual turnover exceeding ₹10 crore (approximately €112,000), must submit invoices to the GSTC within&nbsp;30 days&nbsp;of issuance.</p>

<p>Here’s the latest roundup of important e-invoicing updates from October and November. <em>Germany</em> has announced new details about its e-invoicing mandate that will take place on January 1, 2025. <em>France</em> introduced guidelines for e-invoicing agents (‘PDP’), <em>Belgium</em> published an approved list of accounting software for its 2026 e-invoicing requirement. EU Finance Ministers found an <em>agreement on ViDA</em> and <em>Malaysia</em> updated its e-invoicing guidelines. Scroll down to learn more.</p>

<h2 class="wp-block-heading"><strong>Germany: the BMF Shares Updates on Upcoming E-Invoicing Mandate</strong></h2>



<p>On October 16, the Germany Ministry of Finance (BMF) has released a&nbsp;<a href="https://www.bundesfinanzministerium.de/Content/DE/Downloads/BMF_Schreiben/Steuerarten/Umsatzsteuer/2024-10-15-einfuehrung-e-rechnung.pdf?__blob=publicationFile&amp;v=1">letter</a> outlining details – scope, formats, transmission and storage &#8211; about its upcoming <a href="https://scanman.com/2024/07/03/e-invoicing-in-germany-new-mandate-to-implement-introduction-of-electronic-invoices/">B2B&nbsp;e-invoicing mandate</a>, set to begin January 1, 2025.&nbsp;</p>



<p>The letter highlights accepted formats: XRechnung standard (core data model) and the ZUGFeRD format from version 2.0.1. Additionally, formats aligned with Directive 2014/55/EU—such as Factur-X and Peppol-BIS—will also meet the e-invoicing requirements.</p>

<h2 class="wp-block-heading"><strong>France: E-Invoicing Model Refined Ahead of 2026 Mandate</strong></h2>



<p>On October 15, 2024, the French Tax Authority (Direction Générale des Finances Publiques -DGFiP) announced&nbsp;<a href="https://www.vatcalc.com/france/france-vat-b2b-e-invoicing-b2c-e-reporting-july-2024-update/">adjustments</a> to its 2026 mandatory e-invoicing plan. Rather than providing free access through the Portail Public de Facturation (PPF), the PPF will now serve primarily as a business registry and data hub to transmit invoice data to the DGFiP. France will adopt a&nbsp;<a href="https://www.vatcalc.com/global/5-corner-e-invoicing-model/">5-corner e-invoicing m</a><a>odel</a>, meaning businesses must partner with a PDP (e-invoicing agent) to facilitate invoice exchanges with their customers. PDPs may include accounting and ERP vendors</p>



<p>Additionally, with this model shift, it is anticipated that the&nbsp;<a href="https://peppol.com/blog/what-is-peppol/">PEPPOL framework</a><a>&nbsp;</a>will be adopted as the infrastructure for e-invoice exchange.</p>

<h2 class="wp-block-heading"><strong>Belgium Publishes a List of Approved E-Invoicing Software for 2026 mandate</strong></h2>



<p>The Belgian Federal Public Service Finance (FPS) has issued a&nbsp;<a href="https://einvoice.belgium.be/en/article/software-solutions-sending-receiving-and-processing-electronic-invoices">list</a>&nbsp;of approved accounting software applications that meet requirements for e-invoicing, which will become mandatory on January 1, 2026. These applications must connect to the PEPPOL network, although other platforms may be used if both parties agree, and the platforms meet EU compliance standards. Currently, Belgium’s mandate operates on a 4-corner model, meaning no direct government reporting is required. However, the country plans to transition to a 5-corner PEPPOL model in the future.</p>

<h2 class="wp-block-heading"><strong>ViDA Agreement Reached with a New Timetable</strong></h2>



<p>EU Finance Ministers have approved, with a <a href="https://www.vatcalc.com/eu/eu-vat-in-the-digital-age-vida-adopted-by-ec/?utm_source=VAT+Calc+monthly+newsletter&amp;utm_campaign=0ec27f9753-Jan+2nd+news_COPY_01&amp;utm_medium=email&amp;utm_term=0_d2c21cddcb-0ec27f9753-580204357">delayed schedule</a>, the&nbsp;<a href="https://taxation-customs.ec.europa.eu/taxation/vat/vat-digital-age-vida_en">V</a><a>AT in the Digital Age</a> (ViDA) initiative during the ECOFIN meeting on November 5,2024. Next, the proposal will return to the EU Parliament for reapproval and then proceed to the Council for adoption, expected in early 2025. The revised timeline sets the following stages:</p>

<li>July 2028: Launch of the Single VAT Registration (Pillar 3)</li>



<li>January 2030: Launch of the Platform Economy (Pillar 2)</li>



<li>July 2030: Digital reporting for intra-community transactions (Pillar 1)</li>
</ul>



<p>ViDA represents a transformative shift in the EU&#8217;s VAT approach, aiming to simplify compliance, standardize reporting, and streamline operations for businesses across the EU.</p>

<h2 class="wp-block-heading"><strong>Malaysia Updates its E-Invoicing Guidelines</strong></h2>



<p>The Malaysian Revenue Board (LHDM) has released an updated version of its e-invoicing guidelines. Starting from July 1, 2025, all taxpayers will be required to issue e-invoices for B2B, B2C, and B2G transactions. The only exception applies to businesses with annual sales under RM 150,000, which are excluded from this mandate.</p>

<p>Countries&nbsp;worldwide&nbsp;are rapidly adopting new e-invoicing standards, gradually phasing out traditional invoice exchange methods. Each month, we bring you the most important&nbsp;e-invoicing updates you need to know.</p>

<h2 class="wp-block-heading"><strong>Germany B2B mandatory e-invoicing from January 2025: updates</strong></h2>



<p>With mandatory B2B e-invoicing set to begin in January 2025, the German Ministry of Finance (BMF) has outlined the requirements for sending and receiving electronic invoices. The BMF said <a href="https://www.heise.de/en/news/Federal-government-standard-e-mail-inbox-is-sufficient-for-electronic-invoices-9865283.html">“The provision of an e-mail box is sufficient for the receipt of an e-invoice”</a> although businesses can agree on alternative methods for electronic data exchange. The key challenge, however, is in storing XML invoices properly, as they are difficult to access for audits without structured storage and an appropriate viewer. The BMF also confirmed that it will not provide free tools to help small businesses comply with the new regulations.</p>

<h2 class="wp-block-heading"><strong>Spain postpones Crea y Crece e-invoicing initiative to 2027: what you need to know</strong></h2>



<p>The Spanish tax authority, Agencia Estatal de Administración Tributaria (AEAT), has postponed the rollout of its B2B e-invoicing initiative until 2027. The delay is due to the need to resolve technical issues related to the syntax design. Once these challenges are addressed, the implementation will occur in&nbsp;two <a href="https://www.fiscal-requirements.com/news/3269">phases</a>: starting in 2027, taxpayers with a turnover exceeding €8 million must comply within 12 months of the official Gazette&#8217;s publication. By 2028, all taxpayers will be required to comply within 24 months of the same publication.</p>

<h2 class="wp-block-heading"><strong>Estonia introduces optional mandatory e-invoicing from 1 July 2025</strong></h2>



<p>The Estonian parliament has passed an&nbsp;amendment to the <a href="https://riigikogu.ee/tegevus/eelnoud/eelnou/474f591f-8fcf-44ad-8e0d-d2bf68854d65/raamatupidamise-seaduse-muutmise-seaduse-eelnou-428-se-iii/">Accounting Act</a>, requiring B2B e-invoicing upon the buyer’s request starting from July 1, 2025. The default standard will be the European e-invoicing standard (EU EN16931), although both parties may agree to use a different standard. This mandate applies to all entities registered in the Commercial Register, covering both private and public sectors as e-invoice recipients.</p>

<h2 class="wp-block-heading"><strong>EU Council delays agreement on ViDA</strong></h2>



<p>Estonia continues to <a href="https://www.vatupdate.com/2024/09/27/eu-vida-vat-bill-faces-resistance-delaying-talks-until-november/">hold a veto</a> on the VAT in the Digital Age (ViDA) initiative, making it unlikely that an agreement will be reached before November 2024. While Pillar 1 and Pillar 3 were agreed upon in May, Estonia has expressed concerns regarding digital platforms for ride-sharing and accommodation under Pillar 3. Estonia continues to worry that making platforms responsible for collecting VAT from their third-party sellers could harm neutrality and place smaller traders, who are below the VAT registration limit, at a disadvantage.</p>

<h2 class="wp-block-heading"><strong>UK starts B2B and B2G e-invoicing consultations</strong></h2>



<p>The UK’s National Tax Authority (HMRC) has initiated consultations on e-invoicing to encourage its adoption across both business and government transactions. Currently, there is no mandate for B2B e-invoicing in the UK. For B2G transactions, only sales invoices to NHS entities are required to comply with the EN16931 e-invoicing standard, using Peppol network access points.</p>

<h2 class="wp-block-heading"><strong>Belgium: Structured B2B electronic invoices from 2026</strong></h2>



<p>Starting January 1, 2026, all <a href="https://www.vatupdate.com/2024/09/28/structured-electronic-invoices-between-companies-mandatory-from-2026/">VAT-registered companies in Belgium</a> will be required to use structured electronic invoicing. PDF or email invoices will no longer be accepted. However, this mandate does not apply to B2C transactions.</p>
