As e-invoicing continues to evolve, countries worldwide are rapidly adopting new regulations to keep pace with this trend. What’s new in e-invoicing? France is set to become a PEPPOL Authority, Poland has revised its timeline for implementing its e-invoicing mandate, and more to explore below.
France shares new updates on e-invoicing guidelines
The DGFiP (Direction Générale des Finances Publiques) and the national association of e-invoices in France have shared new updates on the upcoming 2026 B2B e-invoicing mandate, which will adopt a 5-corner PEPPOL model.
These are the two major key updates:
- AFNOR Commission Launch in January 2025: A dedicated AFNOR commission will be established to define the e-invoicing standard and create a common operating framework for PDPs (Partner Dematerialization Platforms, also known as e-invoicing agents). The commission will address specific sectoral needs by developing extensions when required. It will also align with ViDA guidelines to ensure compliance.
- Establishment of a French PEPPOL Authority: OpenPeppol will work closely with the DGFiP to create a French PEPPOL Authority that will oversee the interoperability of certified PDPs. The authority will also provide guidelines to help PDPs develop compliant and efficient solutions for businesses.
Implementation timeline
September 1, 2026: Receiving e-invoices becomes mandatory for all companies. Large and medium-sized companies must also begin issuing e-invoices.
September 1, 2027: Full compliance with e-invoicing and mandatory e-reporting will be required for all companies.
Germany Releases New FAQ on E-Invoicing
On November 16, 2024, Germany’s Ministry of Finance published an updated list of Frequently Asked Questions (FAQ) to clarify key aspects of the upcoming e-invoicing mandate. Access the full FAQ list here.
Poland reviews the timetable for the launch of KSeF B2B e-invoicing
On November 5, 2024, Poland’s Ministry of Finance announced updates to the timeline for the launch of its KSeF B2B e-invoicing initiative, now subject to delays. Key dates from the revised timetable include:
- March 2025: Finalization of legislation.
- September – December 2025: Public testing phase for the API.
- February 2026: Launch for large taxpayers with turnover exceeding PLN 200 million (€46M).
- April 2026: Full rollout for other taxpayers.
Australia and New Zealand Roll Out PINT A-NZ for E-Invoicing
Australia and New Zealand have begun a phased adoption of PINT A-NZ (Peppol International), a specification of the PEPPOL e-invoicing standard.
- From November 15, 2024: PINT A-NZ is the default for all B2G (Business-to-Government) e-invoicing transactions.
- By May 15, 2025: The format becomes mandatory for all B2G invoices.
- B2B adoption: While optional, it can be used when agreed upon by the involved parties.
PINT A-NZ is gaining momentum as a regional standard, having already been adopted in Malaysia and Singapore.
Latvia prepares for mandatory e-invoicing by 2026
On November 12, Latvia amended its Accounting Law to introduce mandatory B2B e-invoicing for resident businesses.
- By May 2025: The government plans to finalize regulations for the e-invoicing mandate.
- Starting January 1, 2026: Businesses will need to submit invoice data to the State Revenue Service.
The government is considering providing a free platform, but this will be confirmed when the final legislation is issued in spring 2025.
India reduces invoice submission window to 30 days
India’s Goods and Services Tax Council (GSTC) has announced a significant change to its e-invoicing regulations. Effective April 1, 2025: Businesses subject to India’s e-invoicing mandate, with an annual turnover exceeding ₹10 crore (approximately €112,000), must submit invoices to the GSTC within 30 days of issuance.
Estonia updates its e-invoicing mandate
Estonia’s Ministry of Finance has provided an update on its previously announced 2025 e-invoicing mandate. The government now plans to implement the mandate for domestic B2B transactions in 2027. This addition aligns with the existing plan, granting Estonian business customers the right to request structured e-invoices from their Estonian suppliers.
